130 Neb. Admin. Code, ch. 7, § 007
For small and medium concentrated animal feeding operations, there shall be no discharge of manure, litter, or process wastewater pollutants into waters of the state from the production area or land application area except under conditions developed by the Department, on a case-by-case basis, using its best professional judgment.
