138 Neb. Admin. Code, ch. 1, § 008 - Complaint
The term "Complaint" shall mean a written statement under oath or affirmation, issued by the Commission and served upon a Respondent pursuant to a charge, after determination by the Commission that there is reasonable cause to believe the charge is true and after failure to settle or adjust any such charge by conciliation.
