270 Neb. Admin. Code, ch. 3, § 013
A person shall be guilty of a felony if he threatens or attempts to threaten harm to a member of the Board of Parole with a purpose to influence his decision, opinion, recommendation, vote, or other exercise of discretion as a member of the board, or if he privately addresses to any member of the board any representation, entreaty, which is or may come before the board on the basis of considerations other than those authorized by law, and shall be guilty of a Class IV felony.
