"Construction manager at risk" means a contractor licensed pursuant to chapter 624 of NRS who is retained by the Division for a project of capital improvement pursuant to NRS 338.169 to 338.16995, inclusive, and 341.161, and who guarantees that the final price for the project will not be exceeded.
