Nev. Admin. Code § 441A.135 - "Owner of an animal" defined
"Owner of an animal" means any person keeping, harboring, having custody of or control of an animal, or permitting any animal to be in his or her residence or on his or her property or premises. The term does not include a veterinarian, an operator of a kennel or a rabies control authority who temporarily maintains on his or her premises an animal owned by another person.
