Nev. Admin. Code § 467.Sec. 5 - NEW
1.
Except as otherwise provided in section 4 of this regulation, the provisions of
chapter 467 of NRS apply to an amateur contest or exhibition of unarmed combat
or any combination thereof conducted by or participated in exclusively by any
school, college or university or by any association or organization of a
school, college or university unless:
(a) The
person who is responsible for the amateur contest or exhibition submits to the
Commission a written request to exempt the amateur contest or exhibition from
the provisions of chapter 467 of NRS; and
(b) The Executive Director or the designee of
the Executive Director determines, in accordance with sections 5, 6 and 7 of
this regulation, that the amateur contest or exhibition is exempt from the
provisions of chapter 467 of NRS.
2. The request for exemption described in
subsection 1 must be submitted to the Commission not later than 60 days before
the proposed date of the amateur contest or exhibition and include, without
limitation:
(a) A description of the amateur
contest or exhibition, including, without limitation, a statement identifying
the school, college or university or the association or organization of the
school, college or university conducting the amateur contest or
exhibition;
(b) The name of each
unarmed combatant scheduled to compete in the amateur contest or exhibition
described in paragraph (a);
(c) For
each unarmed combatant described in paragraph (b), proof of current enrollment
at a school, college or university;
(d) If an unarmed combatant described in
paragraph (b) has previously competed in a contest or exhibition as an amateur
or professional unarmed combatant, the record of the unarmed
combatant;
(e) The name of each
ring official scheduled to officiate the amateur contest or exhibition
described in paragraph (a);
(f) A
summary of the qualifications and experience of each ring official described in
paragraph (e);
(g) Except as
otherwise provided in subsection 3, an endorsement from the administrator of
the school, college or university sanctioning the amateur contest or exhibition
described in paragraph (a); and
(h)
Except as otherwise provided in subsection 3, a statement detailing the safety
protocols in effect for the amateur contest or exhibition described in
paragraph (a), and evidence that such protocols have been approved by the
administrator of the school, college or university.
3. In lieu of the requirements set forth in
paragraphs (g) and (h) of subsection 2, the request for exemption may include
evidence that the amateur contest or exhibition described in paragraph (a) of
subsection 2 is coordinated with and sanctioned by a sanctioning organization
that is recognized by the Commission, including, without limitation:
(a) USA Boxing, Inc.;
(b) The National Collegiate Boxing
Association; or
(c) The United
States Intercollegiate Boxing Association.
