When a dealer licensed in Nevada sells or disposes of live bait or aquatic bait, the dealer shall at the same time attach thereto or deliver to the purchaser or donee an invoice stating the kind and number of such bait. This invoice may be used as a transportation permit for the purchaser or donee.
