Nev. Admin. Code § 607.010 - Scope
The provisions of this chapter govern all practice and procedure before the Commissioner, including, without limitation, whenever he or she is adopting regulations, issuing declaratory orders, conducting inquiries and investigations, conducting hearings or determining contested cases.
