Nev. Admin. Code § 704.6677 - Rates to be designed to conserve energy
The Commission will not:
1. Allocate a utility's requirements to obtain revenue from each class of customers; or
2. Design rates,
in a manner which will hinder the conservation or efficient use of energy, unless equity so requires.
