Nev. Admin. Code § 706.428 - Refusal to tow vehicles
If a person other than a law enforcement agency, the owner of the vehicle, his or her agent, or the driver of the vehicle requests that a vehicle be towed or removed from an area, the operator of the tow car may refuse to tow or remove that vehicle.
