Nev. Admin. Code § 706.942 - Preliminary procedure
The presiding member of the Authority or the Administrator shall call the proceeding for hearing and proceed to take the appearances, and act upon any pending motions, petitions or complaints. The parties may then make opening statements as they may desire.
