N.H. Admin. Code § Hum 312.02 - Severance
Whenever it shall appear that prejudice to a party or parties or undue delay might be thereby avoided, the hearing commissioners shall sever one or more issues or parties, and dispose of those issues and include those parties in another proceeding.
