N.H. Admin. Code § Ins 204.05 - Staff of Department
(a) Staff members of the department shall
only participate in a proceeding as witnesses, technical assistants, technical
advisors, or as otherwise provided in this chapter.
(b) The staff advocate shall be that person
authorized to represent the department in an adjudicative proceeding.
