N.H. Admin. Code § Lab 203.10 - Standard and Burden of Proof
(a) The party
asserting a proposition shall bear the burden of proving the truth of the
proposition by a preponderance of the evidence.
(b) Where a presumption exists, the burden
shall shift as required by law.
