N.H. Admin. Code § Pos 901.08 - Determination of Recipients
The commission shall select recipients in the following order, in descending order of priority, with all applicants in each category being eligible before applicants in subsequent categories are eligible:
(a)
Applicant received an award in the prior year;
(b) Applicant's employer will match
the award; or
(c)
Applicant's employer will not match the award.
