N.H. Admin. Code § Rko 102.01 - Purpose and Nature of Office
(a) Pursuant to
RSA
91-A:7-a and b and Laws 2022, Ch. 250:1, the
RKO is an independent state agency attached to the secretary of state for
administrative purposes, and is charged with acting as an alternative to the
superior court in resolving disputes arising under RSA 91-A, so as to provide
the public with a simpler, less expensive, and faster process in resolving such
disputes.
(b) The office is
quasi-judicial in nature and does not provide advocacy services for, nor legal
advice to, a claimant, a respondent, or a potential claimant or
respondent.
(c) The office is not a
forum for resolving disputes involving laws other than RSA 91-A and is not an
arbiter of claims arising solely under NH CONST, Part 1, Article 8.
