N.H. Admin. Code § Rko 212.01 - Public Nature of Hearings
(a) Hearings in
adjudicative proceedings, shall be open to the public subject to such
limitations as may be allowed by law.
(b) Hearings, other than public comment
hearings under Rko 220, which are open to public participation, shall be open
only for the purposes of observation, and not participation, unless the person
wishing to participate:
(1) Is a party or
intervenor whose appearance is of record in the case;
(2) Is appearing as a witness, and then only
in the capacity of a witness; or
(3) Has been granted permission by the
ombudsman to participate for an identified limited purpose, such as to present
oral argument regarding an amicus brief.
