N.H. Admin. Code § Rko 213.02 - Standard and Burden of Proof
A party or intervenor claiming that an action or inaction is invalid, improper, or contrary to law shall bear the burden of proving that proposition by a preponderance of the evidence, unless another standard or burden is required by law.
