N.H. Admin. Code § Rko 223.02 - Notification to Third Parties
If the ombudsman concludes upon examination of the petition that the proposed waiver or suspension would likely affect persons other than the petitioner, the ombudsman shall require that the petitioner provide notice to those persons and afford those persons the opportunity to request a hearing on the petition.
