N.J. Admin. Code § 12:185-10.2 - Permanent record
The plan filed under N.J.A.C. 12:185-10.1 shall be preserved as a permanent record, but no persons except officials of the Department shall be permitted, without the consent of the owner, to see the plans so filed until after a lapse of 10 years of abandonment, except when in the opinion of the Commissioner it is necessary in the interests of safety to show the plan to the owner of the adjoining property or of surface rights.
