N.M. Admin. Code § 16.25.1.9 - BOARD MEETING TELEPHONIC ATTENDANCE
A. Pursuant to the provisions of the Open
Meetings Act, NMSA 1978, Section
10-15-1(C), as
amended, board members may participate in a meeting of the board by means of a
conference telephone or similar communications equipment. Telephonic
participation may occur only when it is difficult or impossible for the board
member to be physically present; that is, when there are circumstances which
make attendance in person extremely burdensome.
B. Each board member participating
telephonically must be identified when speaking and all participants must be
able to hear all other participants.
C. Members of the public attending the
meeting must be able to hear all members of the board and members of the public
who speak during the meeting.
