N.M. Admin. Code § 17.11.13.10 - CERTIFICATE REQUIRED
A. No
public telecommunications service shall be offered in this state except in
accordance with the provisions of the Act and these regulations.
B. No public telecommunications service shall
be offered in this state without the provider thereof first having obtained a
certificate to provide such service from the Commission.
