If for any reason any section, subsection, sentence, phrase, clause or wording of 20.1 1.47 NMAC is held to be unconstitutional or otherwise invalid by any court or the United States environmental protection agency, the decision shall not affect the validity of remaining portions of 20.1 1.47 NMAC.
