N.M. Admin. Code § 8.313.3.10 - GENERAL REIMBURSEMENT POLICY
The HCA will reimbursement ICF/ MR facilities the lower of the following, effective September 1, 1990:
A. billed charges;
B. the prospective rate as constrained by the
ceilings established by the HCA as described in this plan.
