Section 24-1-3, and 24-1-5 NMSA 1978, of the Public Health Act as amended. Section 9-81 et seq. NMSA 1978 establishes the health care authority (authority) (as a single, unified department to administer laws and exercise functions relating to health care purchasing and regulation.
