N.Y. Comp. Codes R. & Regs. Tit. 19 § 160.15 - Barbering prohibitions
(a) An
owner shall not permit the practice of barbering at its business location
without such owner having first obtained a barber shop license pursuant to
article 28 of the General Business Law.
(b) Apprentice barbers shall not be sponsored
or supervised by licensed natural hairstylists.
