N.Y. Comp. Codes R. & Regs. Tit. 21 § 5901.4 - Proposal requirements
(a) A
regional high technology development organization shall submit to the office a
written proposal in response to a request for proposals requesting funds from
the technology development organization program.
(b) The proposal shall include the following
information:
(1) a description of the
regional high technology development organization, including:
(i) the history of the
organization;
(ii) the structure of
the organization, e.g., corporation membership, association, agency;
(iii) the mission or purpose;
(iv) the governing body, committee structure
and current memberships;
(v) the
capability and capacity to achieve its stated purpose; and
(vi) the sources and amounts of revenue,
committed and projected, to undertake the mission;
(2) a description of the specific economic
development activities and anticipated economic outcomes for which support from
the office is requested;
(3)
certifications regarding the availability and source of matching funds to be
committed to the activities described in the proposal;
(4) a short- and longer-range plan of
strategies and actions, including provisions for the development of an
accessible information/data base on the region, and a high technology marketing
strategy;
(5) a description of the
region's current high technology private sector base, including a description
of the involvement of large and small firms;
(6) a description of the region's educational
resources which relate to and are active in the high technology development
effort; and
(7) a description of
the region's ability to support the high technology development, including:
(i) available natural resources;
(ii) physical infrastructure resources;
and
(iii) labor force
availability;
(8) a
description of the region's needs with respect to effectively supporting high
technology economic development activities and the applicant's proposed
strategy to address such needs; and
(9) such other information as required in the
request for proposals issued by the office.
