N.Y. Comp. Codes R. & Regs. Tit. 15§ 15.4 - Administration and collection
The Commissioner of Motor Vehicles or his/her employees and agents shall administer and collect the tax described herein, from the date upon which this agreement becomes effective and thereafter so long as such agreement remains in effect.
