the commission is a person having a pecuniary or proprietary interest directly
affected by an appeal before the commission, as defined in rule 1509-1-02 of the Administrative Code.
(B) In the
event that a question arises concerning whether a person is an interested

person in an appeal shall have the burden of establishing their status as an
interested person.

(D) If
an interested person has not demonstrated an interest in all of the issues
presented in a particular appeal, the commission may limit the interested
