Ohio Admin. Code 3301-24-17 - Lead professional educator license

(A) The lead professional educator license, issued in the areas specified in paragraph (B) of this rule, shall be valid for five years and shall be renewable. The lead professional educator license shall be issued to an individual who is deemed to be of good moral character and who evidences completion of the requirements specified in paragraphs (A)(1) to (A)(4) of this rule:

(1) An applicant for a lead professional educator license shall have completed a masters degree or higher from an accredited institution of higher education that is accredited by a regional accrediting organization, or an equivalent accreditation if the degree was completed outside the United States. The regional accrediting organizations that are recognized by the United States department of education and that meet the definition of a regional accrediting organization include the following: the middle states association of colleges and schools commission on higher education; the New England association of schools and colleges commission on institutions of higher education; the north central association of colleges and schools higher learning commission; the northwest commission on colleges and universities; the southern association of colleges and schools commission on colleges; and the western association of schools and colleges accrediting commission for senior colleges and universities. A database of accredited institutions of higher education is available on the United States department of education website at http:// ope.ed.gov/accreditation/. This database indicates whether an institution of higher education is regionally accredited by one of the regional accrediting organizations cited in this paragraph;

(2) An applicant for a lead professional educator license shall hold one of the following teaching credentials in the same teaching area for which the lead professional educator license is requested: a five- year professional teaching license, a senior professional educator license, an eight year professional teaching certificate, or a permanent teaching certificate; and

(3) An applicant for a lead professional educator license shall have completed nine years of successful teaching experience under a standard teaching certificate or license, in accordance with the following specifications:

(a) As defined in rule 3301-24-01 of the Administrative Code, a standard teaching certificate means a four year provisional, an eight year professional, or a permanent teaching certificate, and a standard teaching license means a two year provisional or a five year professional teaching license. A four year resident educator license and a senior professional educator license established under section 3319.22 of the Revised Code are also standard teaching licenses.

(b) (a) A "year" of teaching experience means actual service of not less than one hundred twenty days within a school year, as defined in section 3319.09 of the Revised Code.

(c) (b) At least five years of the required nine years of teaching experience shall have been under a five- year professional teaching license, a senior professional educator license, an eight year professional teaching certificate, or a permanent teaching certificate.

(4) An applicant for a lead professional educator license shall have met the criteria for the distinguished level of performance described in the Ohio standards for the teaching profession adopted by the state board of education under section 3319.61 of the Revised Code (available on the department's website at education.ohio.gov, keyword search educator standards board). An applicant shall demonstrate that they have met the criteria for the distinguished level of performance through one of the following:

(a) Holding a valid certificate issued by the national board for professional teaching standards (www.nbpts.org/); or

(b) By meeting both of the following two requirements:

(i) The applicant is the holder of a teacher leader endorsement earned through completion of an approved program of preparation, as established in rule 3301-24-05 of the Administrative Code; and

(ii) The applicant has been designated as a valid master teacher designation in accordance with the definition and criteria for a master teacher adopted by the state board of education under section 3319.61 of the Revised Code (available on the department of education's website at education.ohio.gov, search keywords master teacher).

(B) Lead professional educator licenses shall be issued for in the same areas of early childhood, middle childhood, adolescence to young adult, multi-age, intervention specialist, early childhood intervention specialist, and career-technical teacher license types established under rule 3301-24-05 of the Administrative Code and section 3319.22 of the Revised Code, and for kindergarten-primary, elementary, kindergarten-elementary, prekindergarten, middle grades, high school, comprehensive high school, special all grades, education of the handicapped and vocational education teaching certificate/license types established under former rules of the state board of education and the laws of Ohio. Applicants for a lead professional educator license in any of these areas shall have previously held for which the applicant holds a five year professional teaching license, a senior professional educator license, an eight year professional teaching certificate, or a permanent teaching certificate in the same area in which the lead professional educator license is requested.
