Ohio Admin. Code 3302-24-28 - Interim Resident Educator Teaching license

(A) Upon the request of the superintendent or CEO of a city, local, municipal, exempted village, or joint vocaonal school district or educaonal service center that wishes to employ a qualifying individual, an Interim Resident Educator Teaching License will be issued to an individual who:As used in this rule, "core subject area" has the same meaning as in section 3319.074 of the Revised Code.
(1) s deemed to be of good moral character;
(2) Has successfully completed an educator preparaon program approved under secon 3333.048 of the Ohio Revised Code;
(3) Has obtained a passing score on the Ohio Assessment for Educators Assessment of Professional Knowledge for Educators Examinaon or other assessment designated by the State Board of Educaon to assess pedagogical experse;
(4) Has obtained a score of at least 206 on the content assessment(s) in the content area(s) for the license sought;
(5) Has obtained a score of at least 206 on the Foundaons of Reading assessment, assessment number 190, if the Foundaons of Reading assessment is required for the professional license in the subject area of the license being sought; and
(6) If applicable, for the American Council on the Teaching of Foreign Languages (ACTFL) Oral Proficiency Interview (OPI) and Wring Proficiency Test (WPT) assessment for World Languages, has obtained a wholisc score of Intermediate Mid.
(B) The Interim Resident Educator Teaching License may only be used in the district or educaonal service center of the superintendent or CEO that requested the license. If an Interim Resident Educator Teaching License holder changes employment and becomes employed in a different school or district, the superintendent of the school district or educaonal service center that employs the Interim Resident Educator Teaching License holder will need to submit a new request for an Interim Resident Educator Teaching License.
(B)(C) The Interim Resident Educator Teaching License is valid for one year and may be renewed at the request of the superintendent or CEO of a city, local, exempted village, or joint vocaonal school district, or educaonal service center that wishes to employ a qualifying individual. The license may be renewed up to two mes aer inial issuance.Beginning July 1, 2019, the Ohio department of education shall issue a one-year license valid for teaching a core subject area, excluding intervention specialists, in a public or chartered nonpublic school in any of grades pre-kindergarten to twelve.

The license may be renewed one time. The department shall not issue a license under this rule that is valid on or after July 1, 2021.

(C)(D) After three years of successfully teaching under the Interim Resident Educator Teaching License, a five-year professional license will be issued to an Interim Resident Educator Teaching License holder who:The department shall issue an initial license under this section at the request and recommendation of the superintendent of the employing school district or the governing body of the employing school to an individual who meets the following conditions:
(1) Has parcipated in the school district or educaonal service center's resident educator program;
(2) Has obtained a passing score on the resident educator summave assessment; and
(3) Has achieved a wholisc rang of skilled or accomplished in two out of three years on the teacher evaluaon conducted by the school or school district in accordance with secons 3319.111 and/or 3319.112 of the Revised Code. The Interim Resident Educator Teaching License holder who has not received a full formal evaluaon each of the years in which he or she holds the license is not eligible to advance to a five-year professional license.

(1) Has a bachelor's degree from an accredited institution of higher education;

(2) Has at least two years of teaching experience in any of grades pre-kindergarten to twelve;

(3) Successfully completes an examination prescribed by the state board of education in the subject area that will be taught;

(4) Has not previously held a provisional license, resident educator license, alternative resident educator or professional educator license.

(D) To renew a license issued under this section, the applicant shall provide to the department verification of one of the following:

(1) The applicant's enrollment in an educator preparation program at an institution of higher education approved under section 3333.048 of the Revised Code;

(2) The applicant's progress toward completing a training institute described in division (C)(2) of section 3319.26 of the Revised Code to qualify for an alternative resident educator license;

(3) The applicant's progress in completing coursework determined by the department to be necessary to qualify for a teaching license issued under section 3319.22 of the Revised Code.

(E) An individual issued a license under this section, upon expiration of the license, may apply for a resident educator license or professional educator license issued under section 3319.22 of the Revised Code or an alternative resident educator license issued under section 3319.26 of the Revised Code, provided the individual has completed all requirements for the applicable license.
