(D) No person shall install a "new source", as defined
by
in rule
3745-31-01 of the Administrative
Code, from which the carbon monoxide gases generated during the operation of a
grey iron cupola, blast furnace, or basic oxygen steel furnace are emitted into
the atmosphere, unless they are burned at one thousand three hundred degrees
Fahrenheit for 0.3 seconds or greater in a direct-flame afterburner or
equivalent device equipped with an indicating pyrometer which is positioned in
the working area at the operator's eye level.
(E) No person shall install a "new source",

Code, from which the carbon monoxide waste gas stream from any petroleum fluid
coker or other petroleum process, except for a catalyst regeneration process
associated with a petroleum cracking system, is emitted into the atmosphere,
unless the waste gas stream is burned at one thousand three hundred degrees
Fahrenheit for 0.3 seconds or greater in a direct-flame afterburner or boiler
equipped with an indicating pyrometer which is positioned in the working area
at the operator's eye level.
