Ohio Admin. Code 3745-81-55 - Revised total coliform rule - reporting and recordkeeping
(A) Reporting.
(1) Escherichia coli (E. coli).
(a) A public water system shall notify the
director by the end of the day when the system learns of an E. coli maximum
contaminant level violation, unless the system learns of the violation after
the director's office is closed, in which case the system shall notify the
director before the end of the next business day and notify the public in
accordance with rule
3745-81-32 of
the Administrative Code.
(b) A
public water system shall notify the director by the end of the day when the
system is notified of an E. coli-positive routine sample, unless the system is
notified of the result after the director's office is closed, in which case the
system shall notify the director before the end of the next business
day.
(2) A public water
system that has violated the treatment technique for coliforms in accordance
with rule
3745-81-53
of the Administrative Code shall report the violation to the director no later
than the end of the next business day after it learns of the violations and
notify the public in accordance with rule
3745-81-32 of
the Administrative Code.
(3) A
public water system required to conduct an assessment in accordance with rule
3745-81-53
of the Administrative Code shall submit the assessment report within thirty
days. The public water system shall notify the director, in accordance with
paragraph (C)(3) of rule
3745-81-61
of the Administrative Code, when each scheduled corrective action is completed
subsequent to submission of the assessment form.
(4) A public water system that has failed to
comply with a coliform monitoring requirement in accordance with rules
3745-81-50
to
3745-81-52
of the Administrative Code shall report the monitoring violation to the
director within ten days after the system discovers the violation and notify
the public in accordance with rule
3745-81-32 of
the Administrative Code.
(5) A
seasonal public water system shall certify, a
minimum of five days prior to serving water to the public,on or before the first day of the operating season,
that the system has complied with the start-up procedure acceptable to the
director.
(B)
Recordkeeping.
(1) The public water system
shall maintain any assessment form, regardless of who conducts the assessment,
and documentation of corrective actions completed as a result of those
assessments, or other available summary documentation of the significant
deficiencies and corrective actions conducted in accordance with rules
3745-81-53
and
3745-81-61
of the Administrative Code for review by the director. This record shall be
maintained by the public water system for a period not less than five years
after completion of the assessment or corrective action.
(2) The public water system shall maintain a
record of any repeat sample taken that meets the director's criteria for an
extension of the twenty-four hour period for collecting repeat samples in
accordance with paragraph (A)(1) of rule
3745-81-52
of the Administrative Code.
