Ohio Admin. Code 3770:1-9-730 - Game rule number seven hundred thirty
(A) Title and term. Ohio lottery commission
game rule number seven hundred thirty, "Big Money," shall be conducted at such
times and for such periods as the commission may determine. For the purpose of
this rule, "sales cycle" shall mean any such period, including reprints,
beginning on the date when ticket sales are commenced and continuing through
the date established by the director as the date on which sales agents are to
make their final settlement with respect to tickets allocated to them during
the period in game rule number seven hundred thirty.
(B) General design.
(1) Game rule number seven hundred thirty is
a key number match game with "multiplier" features, and is generally known as
an "instant lottery."
(2) Holders
of valid tickets will remove the covering off the entire play area to reveal
seven "Winning Numbers," fifteen "Your Numbers" and fifteen corresponding prize
values. If any one or more of "Your Number(s)" matches one or all of the
"Winning Number(s)," the player wins the corresponding prize values shown below
the matching "Your Number(s)." If the player reveals a "5X" symbol in any of
the "Your Numbers" play spots, the player wins five times the corresponding
prize value shown automatically. If the player reveals a "10X" symbol in any of
the "Your Numbers" play spots, the player wins ten times the corresponding
prize value shown automatically. For (D) and (E) herein, revealing a "Star"
symbol in the "Your Numbers" play spots shall be equivalent to matching one of
the "Winning Numbers" with one of "Your Numbers. There are fifteen chances to
win on each ticket, and a player may win up to fifteen times on one ticket. If
the player matches any of "Your Numbers" to one of the "Winning Numbers" and
the corresponding prize value revealed is a "TPD" symbol, the player wins five
thousand five hundred dollars automatically, and upon the filing of a valid
claim at an Ohio lottery commission office, shall automatically be entered into
the Top Prize Drawing ("TPD") for a chance to win an "Annuity Prize Award" of
fifty thousand dollars per year for twenty years before taxes or the "Elected
Cash-Option Prize Award" of approximately five hundred thousand dollars before
taxes in lieu of the "Annuity Prize Award. The Top Prize Drawing shall be
conducted in accordance with Ohio lottery rules and procedures established and
approved by the director.
(3) As
used in this rule, "prize award" shall mean one of the following monetary
figures which is the total of all winning prize values appearing on the ticket:
ten dollars, fifteen dollars, twenty dollars, thirty dollars, fifty dollars,
one hundred dollars, five hundred dollars, one thousand dollars, five thousand
five hundred dollars, ten thousand dollars, twenty thousand dollars, and an
"Annuity Prize Award" of fifty thousand dollars per year for twenty years
before taxes or the "Elected Cash-Option Prize Award" of approximately five
hundred thousand dollars before taxes in lieu of the "Annuity Prize Award. Each
ticket in game rule number seven hundred thirty shall be imprinted in such a
way that prize awards from the set listed above may be won.
(C) Price of tickets. The price of
a ticket issued by the commission in game rule number seven hundred thirty
shall be ten dollars.
(D)
Structure, nature and value of prize awards.
(1) There shall be one type of prize in game
rule number seven hundred thirty called a "regular prize award."
(2) The only "prize values" which shall
appear on a ticket in game rule number seven hundred thirty are: five dollars,
ten dollars, fifteen dollars, twenty dollars, thirty dollars, fifty dollars,
one hundred dollars, five hundred dollars, one thousand dollars, the "TPD"
symbol corresponding to a prize value of five thousand five hundred dollars,
ten thousand dollars, twenty thousand dollars, and an "Annuity Prize Award" of
fifty thousand dollars per year for twenty years before taxes or the "Elected
Cash-Option Prize Award" of approximately five hundred thousand dollars before
taxes in lieu of the "Annuity Prize Award. Numbers, prize values and play
symbols appearing on any ticket in game rule number seven hundred thirty shall
be concealed by an opaque covering which may be scratched off by the holder of
the ticket to reveal the underlying numbers, prize values and play symbols.
(a) Holder of a valid winning ticket on which
one of the "Winning Numbers" is matched by one of "Your Numbers" for ten
dollars once shall win a regular prize award of ten dollars;
(b) Holder of a valid winning ticket on which
one or more of the "Winning Numbers" are matched by two of "Your Numbers" for
five dollars two times shall win a regular prize award of ten dollars;
(c) Holder of a valid winning
ticket on which one of the "Winning Numbers" is matched by one of "Your
Numbers" for fifteen dollars once shall win a regular prize award of fifteen
dollars;
(d) Holder of a valid
winning ticket on which one or more of the "Winning Numbers" are matched by two
of "Your Numbers" for five dollars once and ten dollars once shall win a
regular prize award of fifteen dollars;
(e) Holder of a valid winning ticket on which
one or more of the "Winning Numbers" are matched by three of "Your Numbers" for
five dollars three times shall win a regular prize award of fifteen dollars;
(f) Holder of a valid winning
ticket on which one of the "Winning Numbers" is matched by one of "Your
Numbers" for twenty dollars once shall win a regular prize award of twenty
dollars;
(g) Holder of a valid
winning ticket on which one or more of the "Winning Numbers" are matched by two
of "Your Numbers" for five dollars once and fifteen dollars once shall win a
regular prize award of twenty dollars;
(h) Holder of a valid winning ticket on which
one or more of the "Winning Numbers" are matched by two of "Your Numbers" for
ten dollars two times shall win a regular prize award of twenty dollars;
(i) Holder of a valid winning
ticket on which one or more of the "Winning Numbers" are matched by three of
"Your Numbers" for five dollars two times and ten dollars once shall win a
regular prize award of twenty dollars;
(j) Holder of a valid winning ticket on which
one or more of the "Winning Numbers" are matched by four of "Your Numbers" for
five dollars four times shall win a regular prize award of twenty dollars;
(k) Holder of a valid winning
ticket on which one of the "Winning Numbers" is matched by one of "Your
Numbers" for thirty dollars once shall win a regular prize award of thirty
dollars;
(l) Holder of a valid
winning ticket on which one or more of the "Winning Numbers" are matched by two
of "Your Numbers" for fifteen dollars two times shall win a regular prize award
of thirty dollars;
(m) Holder of a
valid winning ticket on which one or more of the "Winning Numbers" are matched
by three of "Your Numbers" for ten dollars three times shall win a regular
prize award of thirty dollars;
(n)
Holder of a valid winning ticket on which one or more of the "Winning Numbers"
are matched by four of "Your Numbers" for five dollars two times and ten
dollars two times shall win a regular prize award of thirty dollars;
(o) Holder of a valid winning ticket on which
one or more of the "Winning Numbers" are matched by six of "Your Numbers" for
five dollars six times shall win a regular prize award of thirty dollars;
(p) Holder of a valid winning
ticket on which one of the "Winning Numbers" is matched by one of "Your
Numbers" for fifty dollars once shall win a regular prize award of fifty
dollars;
(q) Holder of a valid
winning ticket on which one or more of the "Winning Numbers" are matched by ten
of "Your Numbers" for five dollars ten times shall win a regular prize award of
fifty dollars;
(r) Holder of a
valid winning ticket on which a "5X" symbol is revealed in one of the "Your
Numbers" play spots for ten dollars times five shall win a regular prize award
of fifty dollars;
(s) Holder of a
valid winning ticket on which one or more of the "Winning Numbers" are matched
by six of "Your Numbers" for five dollars two times and ten dollars four times
shall win a regular prize award of fifty dollars;
(t) Holder of a valid winning ticket on which
one or more of the "Winning Numbers" are matched by eight of "Your Numbers" for
five dollars six times and ten dollars two times shall win a regular prize
award of fifty dollars;
(u) Holder
of a valid winning ticket on which a "10X" symbol is revealed in one of the
"Your Numbers" play spots for five dollars times ten shall win a regular prize
award of fifty dollars;
(v) Holder
of a valid winning ticket on which one of the "Winning Numbers" is matched by
one of "Your Numbers" for one hundred dollars once shall win a regular prize
award of one hundred dollars;
(w)
Holder of a valid winning ticket on which one or both of the "Winning Numbers"
are matched by two of "Your Numbers" for fifty dollars two times shall win a
regular prize award of one hundred dollars;
(x) Holder of a valid winning ticket on which
one or both of the "Winning Numbers" are matched by five of "Your Numbers" for
twenty dollars five times shall win a regular prize award of one hundred
dollars;
(y) Holder of a valid
winning ticket on which one or more of the "Winning Numbers" are matched by six
of "Your Numbers" for ten dollars four times and thirty dollars two times shall
win a regular prize award of one hundred dollars;
(z) Holder of a valid winning ticket on which
one or more of the "Winning Numbers" are matched by ten of "Your Numbers" for
ten dollars ten times shall win a regular prize award of one hundred dollars;
(aa) Holder of a valid winning
ticket on which one or more of the "Winning Numbers" are matched by five of
"Your Numbers" for five dollars ten times and on which a "5X" symbol is
revealed in one of the "Your Numbers" play spots for ten dollars times five
shall win a regular prize award of one hundred dollars;
(bb) Holder of a valid winning ticket on
which one or more of the "Winning Numbers" are matched by five of "Your
Numbers" for ten dollars five times and on which a "10X" symbol is revealed in
one of the "Your Numbers" play spots for five dollars times ten shall win a
regular prize award of one hundred dollars
(cc) Holder of a valid winning ticket on
which one of the "Winning Numbers" is matched by one of "Your Numbers" for five
hundred dollars once shall win a regular prize award of five hundred dollars;
(dd) Holder of a valid winning
ticket on which a "5X" symbol is revealed in one of the "Your Numbers" play
spots for one hundred dollars times five shall win a regular prize award of
five hundred dollars;
(ee) Holder
of a valid winning ticket on which one or more of the "Winning Numbers" are
matched by ten of "Your Numbers" for fifty dollars ten times shall win a
regular prize award of five hundred dollars;
(ff) Holder of a valid winning ticket on
which one or more of the "Winning Numbers" are matched by thirteen of "Your
Numbers" for thirty dollars ten times, fifty dollars two times, and one hundred
dollars once shall win a regular prize award of five hundred dollars;
(gg) Holder of a valid winning
ticket on which one or both of the "Winning Numbers" are matched by fifteen of
"Your Numbers" for twenty dollars ten times, fifty dollars four times and one
hundred dollars once shall win a regular prize award of five hundred dollars;
(hh) Holder of a valid winning
ticket on which one or more of the "Winning Numbers" are matched by fifteen of
"Your Numbers" for fifty dollars four times, one hundred dollars once, and on
which a "10X" symbol is revealed in one of the "Your Numbers" play spots for
twenty dollars times ten shall win a regular prize award of five hundred
dollars;
(ii) Holder of a valid
winning ticket on which one of the "Winning Numbers" is matched by one of "Your
Numbers" for one thousand dollars once shall win a regular prize award of one
thousand dollars;
(jj) Holder of a
valid winning ticket on which one or more of the "Winning Numbers" are matched
by two of "Your Numbers" for five hundred dollars two times shall win a regular
prize award of one thousand dollars;
(kk) Holder of a valid winning ticket on
which a "10X" symbol is revealed in one of the "Your Numbers" play spots for
one hundred dollars times ten shall win a regular prize award of one thousand
dollars;
(ll) Holder of a valid
winning ticket on which one or more of the "Winning Numbers" are matched by
twelve of "Your Numbers" for fifty dollars four times and one hundred dollars
eight times shall win a regular prize award of one thousand dollars;
(mm) Holder of a valid winning ticket on
which one or more of the "Winning Numbers" are matched by fifteen of "Your
Numbers" for fifty dollars ten times and one hundred dollars five times shall
win a regular prize award of one thousand dollars;
(nn) Holder of a valid winning ticket on
which a "5X" symbol is revealed in one of the "Your Numbers" play spots for one
hundred dollars times five and on which a "10X" symbol is revealed in one of
the "Your Numbers" play spots for fifty dollars times ten shall win a regular
prize award of one thousand dollars;
(oo) Holder of a valid winning ticket on
which one of the "Winning Numbers" is matched by one of "Your Numbers" and a
"TPD" prize symbol is revealed for five thousand five hundred dollars shall win
a regular prize of five thousand five hundred dollars, and upon the filing of a
valid claim at an Ohio lottery commission office, shall automatically be
entered into the Top Prize Drawing for a chance to win an "Annuity Prize Award"
of fifty thousand dollars per year for twenty years before taxes or the
"Elected Cash-Option Prize Award" of approximately five hundred thousand
dollars before taxes in lieu of the "Annuity Prize Award;
(pp) Holder of a valid winning ticket on
which a "10X" symbol is revealed in one of the "Your Numbers" play spots for
one thousand dollars times ten shall win a regular prize award of ten thousand
dollars;
(qq) Holder of a valid
winning ticket on which one of the "Winning Numbers" is matched by one of "Your
Numbers" for ten thousand dollars once shall win a regular prize award of ten
thousand dollars;
(rr) Holder of a
valid winning ticket on which a "10X" symbol is revealed in one of the "Your
Numbers" play spots for one thousand dollars times ten shall win a regular
prize award of ten thousand dollars;
(ss) Holder of a valid winning ticket on
which one of the "Winning Numbers" is matched by one of "Your Numbers" for
twenty thousand dollars once shall win a regular prize award of twenty thousand
dollars; and
(tt) Holder of a
valid winning ticket on which one of the "Winning Numbers" is matched by one of
"Your Numbers" for an "Annuity Prize Award" of fifty thousand dollars per year
for twenty years before taxes or the "Elected Cash-Option Prize Award" of
approximately five hundred thousand dollars before taxes in lieu of the
"Annuity Prize Award.
(E) Number of prize awards. The number of
prize awards in any sales cycle of game rule number seven hundred thirty will
depend upon the number of tickets sold during that cycle. However, distribution
and availability for public purchase may be affected by, but not limited to,
circumstances such as stolen, defective, missing, damaged, promotional,
returned or reordered tickets. Tickets shall be printed in accordance with this
rule using random techniques in order that the following occur:
(1) Combinations winning each prize award are
randomly distributed throughout all tickets printed in any given ticket
issuance; and
(2) Mathematical
reasoning indicates that the number of winning tickets per twenty million
tickets sold in the following prize categories should be as follows
(a) Thirteen tickets matching numbers to win
a an "Annuity Prize Award" of fifty thousand dollars per year for twenty years
before taxes or the "Elected Cash-Option Prize Award" of approximately five
hundred thousand dollars before taxes in lieu of the "Annuity Prize Award; and
(b) One hundred twenty-five
tickets matching numbers for twenty thousand dollars once to win twenty
thousand dollars.
(3)
Mathematical reasoning indicates that over a sufficiently large number of
tickets sold, the average number of winning tickets per two hundred thousand
tickets sold should be as follows:
(a) One
ticket matching numbers for one thousand dollars ten times to win ten thousand
dollars;
(b) One ticket revealing
a "10X" symbol for one thousand dollars times ten to win ten thousand dollars;
(c) One ticket matching numbers
for ten thousand dollars once to win ten thousand dollars;
(d) One ticket matching numbers for a "TPD"
prize symbol to win five thousand five hundred dollars, and upon the filing of
a valid claim at an Ohio lottery commission office, shall automatically be
entered into the Top Prize Drawing for a chance to win an "Annuity Prize Award"
of fifty thousand dollars per year for twenty years before taxes or the
"Elected Cash-Option Prize Award" of approximately five hundred thousand
dollars before taxes in lieu of the "Annuity Prize Award;
(e) Twenty-five tickets revealing a "5X"
symbol for one hundred dollars times five and revealing a "10X" symbol for
fifty dollars times ten to win one thousand dollars;
(f) Twenty tickets matching numbers for fifty
dollars ten times and one hundred dollars five times to win one thousand
dollars;
(g) Twenty tickets
matching numbers for fifty dollars four times and one hundred dollars eight
times to win one thousand dollars;
(h) Twenty tickets revealing a "10X" symbol
for one hundred dollars times ten to win one thousand dollars;
(i) Fifteen tickets matching numbers for five
hundred dollars two times to win one thousand dollars;
(j) Twenty tickets matching numbers for one
thousand dollars once to win one thousand dollars;
(k) Fifty tickets matching numbers for fifty
dollars four times and one hundred dollars once, and revealing a "10X" symbol
for twenty dollars times ten to win five hundred dollars;
(l) Twenty-five tickets matching numbers for
fifty dollars four times, twenty dollars ten times and one hundred dollars once
to win five hundred dollars;
(m)
Twenty-five tickets matching numbers for thirty dollars ten times, fifty dollar
two times and one hundred dollars once to win five hundred dollars;
(n) Twenty tickets matching numbers for fifty
dollars ten times to win five hundred dollars;
(o) Twenty tickets revealing a "5X" symbol
for one hundred dollars times five to win five hundred dollars;
(p) Twenty tickets matching numbers for five
hundred dollars once to win five hundred dollars;
(q) Four hundred twenty-five tickets matching
numbers for ten dollars five times and revealing a "10X" symbol for five
dollars times ten to win one hundred dollars;
(r) Four hundred twenty-five tickets matching
numbers for five dollars ten times and revealing a "5X" symbol for ten dollars
times five to win one hundred dollars;
(s) Three hundred tickets matching numbers
for one hundred dollars ten times to win one hundred dollars;
(t) Two hundred eighty tickets matching
numbers for ten dollar four times and thirty dollars two times to win one
hundred dollars;
(u) Two hundred
tickets matching numbers for twenty dollars five times to win one hundred
dollars;

matching numbers for twenty dollars once to win twenty dollars;
(nn) Two thousand tickets matching numbers
for five dollars three times to win fifteen dollars;
(oo) Two thousand tickets matching numbers
for five dollars once and fifteen dollars once to win fifteen dollars;
(pp) Four thousand tickets
matching numbers for fifteen dollars once to win fifteen dollars;
(qq) Eight thousand tickets matching numbers
for five dollars two times to win ten dollars; and
(rr) Eight thousand tickets matching numbers
for ten dollars once to win ten dollars.
(F) Tickets sold. Chances of winning and the
number of winning tickets are established at the time of printing and will
change as prizes are won.
(G)
Frequency of prize drawings.
(1) Random
imprinting of prize awards on all tickets issued in game rule number seven
hundred thirty shall be accomplished in a manner, which complies with the
commission's rules and procedures.
(2) When a ticket issued in game rule number
seven hundred thirty is sold or deemed sold in accordance with this rule and
the covering material over any of the numbers, prize values and play symbols
has been removed, the holder shall be deemed to have drawn the numbers, prize
values and play symbols on that ticket which determine whether the holder is
entitled to a regular prize award. All regular prize awards shall be deemed
announced no later than the last day of the sales cycle of game rule number
seven hundred thirty in which the ticket was sold.
(3) The Top Prize Drawing to award one grand
prize of one hundred thousand dollars shall take place in accordance with rules
and procedures established and approved by the director, and specifically, rule
3770:1-6-05 of the
Administrative Code governing"Prize Drawings" and rule
3770:1-6-06 of the
Administrative Code governing"Special lottery drawings." Such drawings shall be
held on dates determined and announced by the director, however, the earliest
Top Prize Drawing shall be one hundred eighty days from the game close date or
when all tickets winning a prize value corresponding with a "TPD" symbol have
been claimed, whichever is earlier.
(H) Special claim, entry, receipt and
validation procedures. The director shall establish special claim, entry,
receipt and validation procedures, including procedures for validation by sales
agents of tickets winning prize awards which are to be paid by sales agents in
accordance with commission rules. Prize awards shall be claimed within the time
limits set forth by commission rules.
(I) Validity of tickets.
(1) A mechanical error in printing prize
awards, symbols, words or other numbers on a ticket shall not automatically
invalidate that ticket. To the extent feasible, the director shall establish
procedures by which the holder of any ticket on which information is
incorrectly printed due to mechanical malfunction may be advised of correct
information for the ticket. If it is not technically feasible to recover the
information from a mechanically misprinted ticket, the director may declare the
ticket void and the holder shall be entitled to a return of the ticket price or
a replacement ticket of comparable price.
(2) In addition to, but not in limitation of,
all other power and authority conferred on the director by the commission's
rules, the director may declare a ticket in game rule number seven hundred
thirty void if it is stolen, unissued, deactivated, not sold or deemed not sold
in accordance with commission rules; if it is illegible, mutilated, altered,
counterfeit, misregistered, reconstituted, miscut, defective, printed or
produced in error or incomplete; or if the ticket fails any of the validation
tests or procedures established by the director. The commission's liability and
responsibility for a ticket declared void, if any, is limited to refund of the
retail sales price of the ticket or issuance of a replacement ticket of
comparable price.
(J)
Director's conduct of game rule number seven hundred thirty.
(1) The director shall conduct game rule
number seven hundred thirty and any promotions or drawings associated therewith
in a manner consistent with the Lottery Act and the rules of the commission
including, without limitation, this rule and the regulations of the director.
As deemed necessary or advisable, the director shall adopt management
regulations, orders or directives to implement and operate this lottery game
and any promotions or drawings associated therewith. The director shall inform
the public of the provisions of this rule and the procedures established
pursuant hereto which affect the play of game rule number seven hundred thirty.
The director reserves the right to declare any instant game as unavailable for
sale at any time to maintain game integrity and accountability.
(2) Names and definitions of elements of game
rule number seven hundred thirty used in this rule are to be considered generic
terms used solely for purposes of this rule. In actual operation, game rule
number seven hundred thirty and these elements may be given names or titles
chosen by the commission.
