EXECUTIVE ORDER 2025-3

WHEREAS, beginning in February 2020, I focused on addressing the surplus of vehicles owned by the State by issuing Executive Order 2020-04. Subsequent to the COVID-19 pandemic, I issued Executive Order 2023-14 to downsize the state fleet due to the underutilization of state-owned vehicles and their redundancy to the performance of government functions. Again, I am dedicating state efforts to further reduce the number of state-owned vehicles in operation.

NOW THEREFORE, to have all relevant information necessary to make informed decisions regarding the State's remaining vehicle fleet, I, J. Kevin Stitt, Governor of the State of Oklahoma, pursuant to the authority vested in me by Sections 1 and 2 of Article VI of the Oklahoma Constitution and to the fullest extent of Oklahoma law, do hereby direct and order as follows:

(1) The administrative head of every state agency, whether created by the Oklahoma Constitution or state statute and including, but not limited to, the Department of Public Safety, the Department of Transportation, the Oklahoma State Bureau of Narcotics and Dangerous Drugs Control, the Military Department of the State of Oklahoma, the Oklahoma State Bureau of Investigation, the Commissioners of the Land Office and the Oklahoma State System of Higher Education, shall, no later than March 31, 2025, report to the office of Fleet Management in the Office of Management and Enterprise services (OMES) (such report to be emailed to fleet.system@omes.ok.gov) the make, model, year, and any VIN of any owned vehicle under the control of the state agency with less than 15,000 miles of usage in calendar year 2023. Special purpose vehicles, such as winter storm salt trucks, are excluded from this reporting. This Executive Order shall apply to all state-owned vehicles, irrespective of whether the vehicle was purchased with state or federal funds or how "vehicle" is defined in Oklahoma statute or administrative rule.
(2) For each of the vehicles listed in the report mandated by paragraph 1 above, the report shall also set forth the frequency of use, the purpose of the vehicle, and the mileage driven for calendar year 2023. The report shall be in the form and template developed by OMES Fleet Division in accordance with paragraph 2 of Executive Order 2020-04.
(3) In order to more accurately track the use of all State vehicles, the administrative head of every state agency, whether created by the Oklahoma Constitution or state statute, shall certify that all vehicles owned by the State and under the control of the state agency have been equipped with an automatic vehicle locator (AVL) and placed on the Fleet Management M5 System. Such certification should be submitted with the report required by paragraph 1 and 2 above.
(4) The administrative head of every state agency shall work with the office of Fleet Management in OMES to return all state vehicles with less than 12,000 miles of usage in 2023 to OMES for proper disposition.

This Executive Order shall be distributed to all members of the Governor's Executive Cabinet and the administrative heads and chief executives of all state agencies, who shall cause the provisions of this Order to be implemented forthwith.
