Okla. Admin. Code § 660:2-5-1 - Official actions
(a) All official
acts of the Administrator shall be evidenced by a written record, and all final
orders, decisions, opinions, rules and other written statements of policy or
interpretations formulated, adopted or used in the discharge of the function of
the Administrator shall be available for public inspection.
(b) Official action of the Administrator
shall not be bound or be prejudiced by any informal statement made or opinion
given by the Administrator , Commission, or employees of the Department.
