Or. Admin. Code § 165-008-0030 - Conduct of Public Hearings
If the Secretary of State is required to hold a hearing pursuant to either subsection (2) or (3) of Section 6, Article IV of the Oregon Constitution, the following shall apply:
(1) The Secretary of State, or the
Secretary's designee will be the presiding officer at the hearing.
(2) Persons wishing to testify must provide
their name and address at the beginning of the hearing.
(3) Each person may testify only once, even
if there are multiple hearings. A person who testified at one hearing may be
denied an opportunity to testify again at another hearing.
(4) Each person may speak for no more than
five minutes.
