Or. Admin. Code § 230-145-0017 - Penalizing a Competitor

(1) The referee may penalize any competitor who fouls an opponent during a bout, by adding up to one minute of ride time (escape time) to the competitors overtime rounds, whether such foul or fouls are intentional or unintentional. However, the referee shall use discretion in determining the amount of time if any, chargeable against the competitor in each instance, depending upon the severity or harmlessness of the foul and its effect upon the opponent. The referee shall inform the authorized representative of the superintendent and the timekeeper, the amount of time added to a competitor's overtime ride time.

(2) When necessary to add ride time because of fouls or other infractions of the rules, the referee may warn the offender and at the end of the round notify both competitors of any penalties which may be assessed against either contestant.

(3) The referee may disqualify a competitor for persistent fouling, in which case the referee must explain the disqualification to an authorized representative of the superintendent.

(4) Mouthpiece Replacement: Should a competitor lose a mouthpiece during a round, the bout will be stopped by the referee at the first opportunity and the mouthpiece replaced.

(5) Purgatory: If, at any point during the bout, while one competitor is standing and the other is grounded, either competitor refuses to engage for greater than thirty (30) seconds the referee shall warn the competitor that continued timidity will result in ride time being added to the overtime rounds. This rule shall apply anytime either competitor refuses to engage for greater than 30 seconds throughout the round. If the referee gives a stalling call, one minute is added to overtime rounds.
