Or. Admin. Code § 581-021-0430 - The Distribution of Rules Relating to Student Records
(1) The State Board
of Education shall distribute the administrative rules regarding student
education records to all school districts.
(2) School districts shall make those rules
available to the public schools in the district and to the public.
