Or. Admin. Code § 603-011-5010 - [Effective 7/7/2025] Highly Pathogenic Avian Influenza Disease, Emergency Quarantine - Union County

This section applies to all avian species and vehicle traffic involved with avian species originating from areas under state or federal quarantine for Highly Pathogenic Avian Influenza Disease and to bird exhibits, shows, auctions, public displays and competitions held in Oregon.

(1) Areas under quarantine. The following area is currently under quarantine for Highly Pathogenic Avian Influenza:

(a) Oregon Township 1N Range 38E

(A) Sections 1-4

(B) Sections 8-17

(C) Sections 19-36

(b) Oregon Township 1N Range 39E, Sections 2-36

(c) Oregon Township 1N Range 40E

(A) Section 19

(B) Sections 30-31

(d) Oregon Township 1S Range 38E

(A) Sections 1-29

(B) Sections 33-36

(e) Oregon Township 1S Range 39E, Sections 1-39

(f) Oregon Township 1S Range 40E

(A) Sections 6-7

(B) Section 18

(g) Oregon Township 2N Range 38E, Section 36

(h) Oregon Township 2N Range 39E, Sections 31-32

(i) Oregon Township 2S Range 38E, Section 1

(j) Oregon Township 2S Range 39E, Sections 5-6

(2) Items under restriction, except as specifically exempted in (3)(b) and (4)(b) below, include birds, poultry, poultry products, poultry waste, or vehicles, equipment or materials of any type that could transmit Highly Pathogenic Avian Influenza Disease. Included in the restriction are vehicles that make deliveries of live birds, feed, or equipment to poultry operations of any sort in quarantined areas and then travel within or into the state of Oregon.

(3)

(a) Except as exempted in (b) below, no live or dead birds, poultry, poultry products, poultry waste, or vehicles, equipment or materials of any type that could transmit Highly Pathogenic Avian Influenza Disease may be removed from an area under quarantine for Highly Pathogenic Avian Influenza Disease within Oregon or into Oregon from areas under quarantine in other states.

(b) From areas under state or federal quarantine for Highly Pathogenic Avian Influenza Disease, table eggs which have fulfilled all stipulations of USDA Policies on Movement of Table Eggs out of quarantined areas may be considered for importation into Oregon. If so considered, they will be subject to protocols established by the State Veterinarian.

(a) Except as exempted in (b) no equipment used for the processing of eggs or for the housing, feeding, watering, handling, or otherwise caring for birds of any type may be removed from an area under quarantine for Highly Pathogenic Avian Influenza Disease within Oregon or into Oregon from areas under quarantine in other states.

(b) Equipment used to transport, house, water, feed, handle, or otherwise care for commercial poultry which has fulfilled all stipulations of USDA Policies for Movement of Conveyances from Quarantined Areas may be considered for removal from an area under quarantine for Highly Pathogenic Avian Influenza Disease within Oregon or into Oregon from areas under quarantine in other states. If so considered, they will be subject to protocols established by the State Veterinarian.

(5) Any commercial vehicle originating from an area under quarantine and which has transported feed, eggs, or equipment or other materials that could transmit Highly Pathogenic Avian Influenza Disease must carry proof of the cleaning and disinfection of the vehicle and trailer performed immediately prior to leaving an area under quarantine for Highly Pathogenic Avian Influenza Disease within Oregon or into Oregon from areas under quarantine in other states. This proof must be provided in writing and demonstrate that the cleaning and disinfection was performed according to protocol established by the USDA.
