(1) The purpose of these rules is to protect
Oregon's agriculture, economy, biodiversity, natural resources, and native
species from harmful plant pests (ORS
570.205). These rules further
this goal by regulating human activities associated with plant pests capable of
causing significant economic damage in this state or capable of having a
significant adverse effect on the environmental quality of Oregon.
