Or. Admin. Code § 629-029-0015 - Bids Are Offers
(1)
The bid is the bidder's offer to enter into a contract which, if the bid is
accepted for award by the STATE, binds the bidder to a contract and the terms
and conditions contained in the Notice of Timber Sale and the Form of Proposal
unless the bid is withdrawn in accordance with OAR
629-029-0055 prior to the time
of bid opening.
(2) The bid shall
be a complete offer and fully responsive to the bid, unless bidders are
specifically authorized by the Notice of Timber Sale to take exceptions or to
leave terms open to negotiation.
