Or. Admin. Code § 660-006-0000 - Purpose
(1) The purpose of
this division is to conserve forest lands as defined by Goal 4 and to define
standards for compliance with implementing statutes at ORS
215.700 through
215.799.
(2) To accomplish the purpose of conserving
forest lands, the governing body shall:
(a)
Designate forest lands on the comprehensive plan map as forest lands consistent
with Goal 4 and OAR chapter 660, division 6;
(b) Zone forest lands for uses allowed
pursuant to OAR chapter 660, division 6 on designated forest lands;
and
(c) Adopt plan policies
consistent with OAR chapter 660, division 6.
(3) This rule provides for a balance between
the application of Goal 3 "Agricultural Lands" and Goal 4 "Forest Lands,"
because of the extent of lands that may be designated as either agricultural or
forest land.
