Or. Admin. Code § 733-030-0180 - Criteria

(1) The Committee shall approve design(s) for markers. A person may not erect a marker within the Conventional Highway right-of-way, at Interstate rest areas, or at another publicly accessible location in the state format without the approval of the Committee.
(2) Markers may be erected to commemorate person(s), events, places, or geological features that are judged of statewide or national significance as stated in the Oregon Historical Markers Program guidelines.
(3) Markers designated through the Oregon Historical Marker Program become the property of the Council.
