Or. Admin. Code § 735-062-0115 - Non-Issue of a Driver License Following Confiscation

(1) DMV will not issue a driver license to a person whose driving record indicates a pending Implied Consent Law suspension under ORS 813.100.
(2) DMV will issue a temporary driving permit instead of a driver license if the person is eligible for driving privileges.
(3) The permit issued under section (2) of this rule is valid until the Implied Consent Law suspension takes effect.
