Or. Admin. Code § 808-008-0300 - Arbitration in the Absence of a Party
(1) Except as provided in section (2) of this
rule, an arbitration may proceed in the absence of a party who, after due
notice, fails to appear. An award shall not be made solely on the default of a
party. The arbitrator may require the attending party to submit such evidence
as the arbitrator may require for the making of an award.
(2) Notwithstanding section (1) of this rule,
an arbitrator may dismiss a claim without an evidentiary hearing if the party
making the claim fails to appear after due notice and without good
cause.
