The rules of OAR chapter 813, division 22 establish and implement the Flex Lending Program. Under the program, the Oregon Housing and Community Services Department purchases mortgages in order to facilitate homeownership for Oregonians with limited access to homeownership. The program will broaden access to safe mortgage products.
