Or. Admin. Code § 851-048-0010 - Statement of Purpose and Intent
(1) The Board recognizes that there are
situations where an immediate family member, such as a father, mother,
grandfather, grandmother, husband, wife, son, daughter, sister, brother, other
person related by blood, by marriage, by domestic partnership, or through legal
adoption may not be available to execute medical orders for another family
member.
(2) In such a situation,
the Board believes that friend or neighbor who is chosen by the person
requiring care will act in the best interest of that person in the execution of
the medical order on their behalf.
(3) These rules provide scope of practice
standards for the registered nurse (RN) who teaches the person designated by,
or on behalf of, the person requiring care, how to execute the medical
order.
(4) These rules apply to the
Oregon RN license holder which includes the nurse practitioner, the clinical
nurse specialist, and the certified registered nurse anesthetist.
(5) These rules further interpret ORS
678.010(8)(c)
definition of practice of nursing which states that the practice of nursing
does not include the execution of medical orders by a person designated by, or
on behalf of a person requiring care, if the person executing the order is not
licensed under ORS 678.010 to
678.410.
