for more than $1,000 may be entered into, renewed, or extended with
any individual unless the individual certifies in writing, under
penalty of perjury, that the individual is not in violation of any
tax laws described in ORS
305.385.
(2) A contractor who is a
corporation, partnership, or who has an assumed business name shall
be registered with the Oregon Secretary of State in accordance with
ORS chapters 58, 60, 62, 63, 65, 67, 70, and 648. This registration
is the obligation of the contractor, not the Authority.
(a) Architects, engineers, and land
surveyors shall be registered with the appropriate licensing boards
under the provisions of ORS

672.020, and
672.025.
(b) The statutory requirements for
contractors to register with the Oregon Secretary of State may be
subject to a limited number of exceptions under federal law. For
example, sole proprietors or national banks, when they contract with
the Authority, are not subject to the registration
requirement.
(c) The
contractor shall be registered at the time of the execution of the
contract and thereafter.
