The owner of a proposed new large aboveground storage
tank facility or proposed aboveground storage tank system with greater than
21,000 gallons capacity or proposed new highly hazardous substance tank shall
provide written notice to the local municipality and county in which the
proposed aboveground system or facility is to be located prior to submitting a
permit application. The notice must inform the local municipality and county of
the location, capacity and projected installation date of the proposed storage
tank system and the substance to be stored in the tank.
